Nobody I’ve asked seems to know what this is, so I checked around to see if there were any newspaper articles on it. There was exactly one item, from the US Federal News Service — which was really just the mayor’s itinerary for the day — explaining that in October 2007, Eddie Perez participated in a ribbon cutting for a Peruvian monument in Colt Park by the Maseek Street entrance.
If 300 people were expected at this monument dedication, why am I finding no photographs? Leave a comment if you know anything more about this.

I’d been wondering about that monument myself. Following on from your lead I found the city council minutes for July 9, 2007 where under no. 24 there is reference to “Colt Park – Authorization to accept monument from the Consulate General of Peru and place at” … and that’s all. So maybe the easiest way to find out more would be to contact the Peruvian consulate?
